ARTICLE I
NAME
Section 1.
The subordinate Branch shall be known as
Northern Nevada Branch #709
NATIONAL ASSOCIATION OF
LETTER CARRIERS OF THE
ARTICLE 11
MEETINGS
Section 1.
The regular meetings of this branch shall
be held on the second Tuesday of the
month at 7:00
P.M., except when the prior Monday is a holiday, it will then be
held on the third
Tuesday.
Section 2.
Special meetings shall be called upon
written request of ten members in good
standing.
Section 3.
Notice
of special meetings shall be signed by the President or his designee or the
Recording Secretary and shall be posted on
the bulletin board at each station, with
a minimum of
twenty-four hours notice prior to the holding of any meeting.
Section 4.
The Executive Board shall meet within
seven days of the regular monthly
meeting at a
place to be set by the Branch and the quorum for this meeting shall be
five members.
Section 5.
Special meeting of the Executive Board can
be called by the President and shall
be called upon
the written request of three members of the Executive Board.
ARTICLE 111
QUORUM
Section 1.
Ten members in good standing of this
Branch shall constitute a quorum for the
transaction of
business of the branch.
ARTICLE 1V
MEMBERSHIP
Section 1.
Membership in this Branch shall be
governed by Article II and Article IV of the
Constitution for the
Government of Subordinate Branches.

ELECTED OFFICERS
EXPENSE:
Section 1.
The officers expense for the for the following offices are:
President-30 hours at pay rate CC Level 2 Step 0 per month-
Additional pay available upon Branch membership approval.
Vice President- 9.5 hours at pay rate CC Level 2 Step 0 per month
Recording Secretary- 9.5 hours at pay rate CC Level 2 Step 0 per month

Treasurer- 9.5 hours at pay rate CC Level 2 Step 0 per month
Health Benefits Representative- 5.5 hours at pay rate CC Level 2 Step 0 per month
Sergeant-at-Arms- 8 hours at pay rate CC Level 2 Step 0 per month
Trustees (3)- 2 hours at pay rate CC Level 2 Step 0 per month

All salary adjustments to be made January 1st each year.
Section 3.
Officers and officials shall receive their checks on the first day of each month,
following the month the work was performed.

ARTICLE VI
OFFICERS
Section 1.
The duly elected officers of the Branch
shall be: the President, Vice President,
Recording Secretary, Financial Secretary,
Treasurer, Health Benefits Representative,
Sergeant-at-Arms,
and a Board of Trustees composed of three members.
Section 2.
The following branch officials shall be
appointed, as needed, by the President:
all shop stewards
(Chief, regular and assistants), Injury Compensation
Representatives (one for
and Delegates to the

The Executive Board shall consist of the
duly elected officers of the Branch.
Section 4.
All vacancies shall be filled by
appointment by the President. He/she
shall
serve until the
next branch election.
Section 4a.
All vacancies will be posted for seven
days. All members wishing consideration
for vacant
positions should submit a letter to the President or Recording Secretary.
Section 5.
All officers and/or members attending
training schools, seminars, conventions, or
other official
union functions shall be compensated as the branch directs. Authority
to attend any such
training, classes, etc. shall be approved by the Branch.
Section 5a.
All officers or members performing union
duties must present their check stubs
for verification
of LWOP being used before eligible for reimbursement.

ARTICLE VII
DUTIES
Section 1.
The duties of the officers of this Branch
are set forth in Article VI of the Constitution for the
Government of Subordinate Branches, and
are as follows:
President
Sect. 1. The President
shall preside at all meetings of the Branch; preserve order; sign all
warrants on the
Treasurer ordered drawn by the Branch, and all other papers ordered by the
Branch; have general supervisory powers
over the Branch; see that officers perform their
duties, enforce
the Constitution, By-Laws, Rules and Regulations of the Branch; appoint all
committees not
otherwise provided for; give the deciding vote when a tie occurs; examine and
announce the results of all balloting and other votes. He/she shall not make or second any
motion or take
part in any debate while in the Chair; he/she shall ascertain from the
Financial
Secretary before adjournment of the
meeting the amount of money received since the previous
meeting, and from
the Treasurer if he/she has received the same.
At the end of his/her term,
he/she shall make
a report showing the progress and condition of the Branch.
He/she shall, together with the Treasurer,
sign and file with the Secretary of Labor on behalf
of the Branch, an
annual financial report if required by public law. The filing of such report
will be required
unless the Branch has received express notification from the National
Association that it is
exempt from such requirements.
He/she shall, by virtue of his/her office,
be the chief steward for the Branch, and he/she
may delegate such
authority to other members.
Duties of the President shall include a
minimum of 3 station visits per month to ensure that
each station
receives at least one station visit per quarter. A ”station visit” is
defined as
contact with the
letter carriers on duty at the time of the visit. Station visits shall be conducted
in the mornings
at the stations start time to ensure every letter carrier has an opportunity to
speak to the
President.
Vice President
Sect. 2. The Vice
President shall preside in the absence of the President, and, in case of
death,
resignation, disqualification, refusal or neglect of the President to discharge
the duties
of his/her
office, the Vice President shall then perform all duties incumbent upon the
President for the remainder
of the term of office.

Recording Secretary
Sect. 3. The Recording
Secretary shall keep a correct record of the proceedings of the Branch
in a book to be
kept for that purpose. He/she shall
notify applicants for membership in
writing of their
election or rejection, and members of their suspension, expulsion or
acceptance of
resignation. He/she shall report to the
National Secretary-Treasurer
immediately the
suspension, expulsion, or reinstatement of a member. He/she shall attend to
all
correspondence of the Branch, and properly mark and file all papers ready for
inspection
at any time, and
notify the members of special meetings when ordered by the President.
He/she shall make semi-annually a report
to the Branch showing the number of members
elected,
rejected, initiated, suspended, reinstated, withdrawn, and the number of
deaths, giving
the date of
death; also, the receipts, benefits paid, amount expended, and amount on
hand.
Within one week after his/her term
expires, or upon an earlier termination thereof, he/she shall
deliver to
his/her successor all books and papers together with all other property of the
Branch
in his/her
possession.
Health Benefits Representative
Sect. 4. The Health
Benefits Representative shall perform such duties as the Constitution and
Laws of the National Association of Letter
Carriers Health Benefits Plan require.
He/she
shall, whenever
requested by the President, and at the end of his/her term, make a report
showing his/her
receipts, disbursements and amount of money on hand, deliver his/her books,
papers and money
to his/her successor in office, when installed and to insure the faithful
performance of
his/her duties, he/she shall be required to furnish a bond in such sum as the
Branch may direct.
Financial Secretary
Sect. 5. The Financial
Secretary shall keep a record book showing the names of the members,
when admitted and
place of residence, collect dues and all other monies due the Branch, keep
regular account
thereof, and at each meeting (or prior thereto whenever the prompt payment of
the National per
capita tax or other necessity may require same) pay the same to the Treasurer,
take his/her
receipts and retain them as vouchers in settlement. He/she shall personally, or
through duly
authorized deputies appointed when necessary for each station, and who shall
whenever
practicably be the station delegate representative selected or appointed to
represent
the station,
solicit payment from all members in arrears, and on the day of an election and
before a ballot
taken, furnish the President with a list of members not entitled to vote. He/she
shall
semi-annually furnish the National Secretary-Treasurer with a list of names of
all the
members of the
Branch in good standing and shall notify the National Secretary-
Treasurer monthly of the election of new
members, also those suspended, expelled, deceased
or resigned. He/she shall keep an account of all
properties, investments, and funds of the
Branch which at all times shall be open
for inspection, and at the end of his/her term make a
report, and
deliver to his/her successor in office, when qualified, all the books, papers
and
property in
his/her possession belonging to the Branch.
To insure the faithful performance of
their duties, the
Financial Secretary and his/her deputies shall be bonded in such amount and
in such manner as
the Branch may direct.

Treasurer
Sect. 6. The Treasurer
shall receive, receipt for, and disburse all monies of the Branch, and
keep a regular
account thereof. He/she shall have all
accounts receipted upon payment
of the same. He/she shall, whenever requested by the
President, and at the end of his/her
term, make a
report showing his/her receipts, disbursements and amount of money on
hand; deliver
his/her books, papers and money to his/her successor in office when qualified;
and to insure the
faithful performance of his/her duties, he/she shall be required to furnish a
bond in such sum
as the Branch may direct.
Sergeant-at-Arms
Sect. 7. The
Sergeant-at-Arms shall preserve order in the meeting under the instruction of
the
President. It shall be his/her duty to
see that none but members are present at the
meetings unless
directed by the President or a vote of the Branch.
MBA Representative
Sect. 8. The MBA
Representative shall perform such duties as the Constitutions and Laws of
the MBA
require. He/she shall, whenever
requested by the President and at the end of his/her
term, deliver any
MBA monies in his/her possession, books or other papers to his/her
successor in
office, when qualified; and to insure the faithful performance of his/her
duties,
he/she shall be
required to furnish a bond in such sum as the Branch may direct.
EEO Representative
Sect. 9. He/she shall
represent NALC Letter Carriers who have been discriminated against
by the USPS
regarding race, color, religion, national origin, age or physical or mental
disability, up to
and including the mediation stage.
Trustees
Section. 10. The
Trustees shall examine and report to the Branch the condition of the books
of the officers
at least once every six months, compare the vouchers and records and see
that they
correspond with the collections and disbursements. They shall have custody of all
Branch property, and shall perform such
other duties as the Branch By-Laws may require
them. The Board of Trustees shall be known as the
Trustees of Northern
Nevada Branch
No. 709 of the National
Association of Letter Carriers of the
Additional Duties
Sect. 11. In addition to
the duties assigned to each officer, he/she shall perform such other
duties as the
Branch may from time to time direct.

DUTIES
Section 2.
The duly elected officers of this Branch
shall be Delegates to all conventions in order of their
election.
Section 3.
The duties of the Shop Stewards of the
Branch are set forth in Article IV of the Constitution
for the
Government of Subordinate Branches.
Section 4.
The Sergeant-at-Arms shall keep a record
of the number of members present at all meetings of
the Branch by requesting them to sign their names in a book
which shall be kept for that
purpose.
Section 5.
The Executive Board shall have general
supervision of the affairs of the Branch between its
meetings, make
recommendations to the Branch, and shall perform other such duties as are
supervised in
these By-Laws. The Board shall be
subject to the orders of the Branch and none
of its acts shall conflict with the action taken by the
Branch.
ARTICLE VIII
Section 1.
Nominations for Officers and Delegates for
this Branch shall be accepted biennially at the
regular October
meeting and shall be voted on in the month of November.
Section 2.
Nominees must be present, or present to
the Recording Secretary prior to the October meeting
a written
statement stating that he/she is willing to accept the position for which
he/she is
nominated. In addition, any member who is unavoidably
detained from attending said meeting
and contacts the
Branch within 24 hours shall be considered a candidate.

ARTICLE IX
ELECTIONS
Section 1.
Election of Officers, National and State
Convention Delegates shall be governed by
Article V of the NALC Constitution for the
Governance of Subordinate Branches.
Section 2.
Members must notify the Recording
Secretary of the Branch of their current address.
Section 3.
The Officers terms of office shall begin
when they are officially installed.
Section 4.
In order to qualify to be a paid delegate,
members must attend eight (8) out of the
twelve (12)
regular monthly meetings prior to the convention (State or National).
Section 4a.
A member on official NALC business,
whether it be local, state or national, and
unable to attend
a Branch meeting due to such business, shall be credited with being
present at such
meeting. Such credit will be determined
by the Branch President.
Section 4b.
The meeting requirement is waived when the
member is elected or appointed to a
Branch, State or
National assignment.
ARTICLE X
FUNDS
Section 1.
All funds either loaned or borrowed shall
be approved by two-thirds of the members
present and
voting at a regular meeting.
Section 2.
All officers of this Branch authorized to
sign checks shall be bonded in the amount
of $10,000. Branch 709 shall pay the cost of bonding.
Section 3.
All funds of this Branch shall be
deposited at any First National Bank of
or as directed by
the Branch.
Section 4.
Anytime a member would like to request the
Branch to donate $50.00 or more to
any cause other
than union business, they will request it at one union meeting, and
it will be voted
on at the next union meeting.

ARTICLE
XI
COMMITTEES
Section 1.
The President shall appoint all special
committees that the Branch may direct, subject
to approval by
the members present and voting at the meeting at which the appointments
are made. The President shall be an ex officio member
of all committees.
Section 2.
The member first named to a committee
shall serve as chairman until another is chosen
by the members of
that committee. The mover of a
resolution referred to a special
committee shall
be the first named thereon.
Section 3.
This Branch shall maintain a standing
By-Laws committee of three members appointed by
the President and
whose sole function is to review all changes and new proposed By-Laws
and recommend to
the Executive Board the conclusion of their findings.
ARTICLE XII
AMENDMENTS
Section 1.
Amendments to these By-Laws must be
submitted in writing and read at a regular Branch
meeting. Proposed changes will be posted at all
stations at least ten days prior to the
following regular
Branch meeting at which a vote will be taken.
A two-thirds majority of
all members
present and voting is required to amend these By-Laws.
ARTICLE XIII
GENERAL
Section 1.
The current Roberts Rules of Order shall
govern the deliberations of the Branch in all
things not
covered by the National Constitution or these By-Laws.
